Who Pays the Escrow Closing Costs?


In the Portland area, the Home Buyer usually pays:

  • Pro-rated property taxes from recording date to June 30th
  • All new loan fees, except those that lender requires seller to pay (FHA/VA)
  • Appraisal fee, loan document preparation fees, and other loan costs as applicable
  • Interest on new loan from date of funding to thirty days before first payment date
  • First year hazard insurance premiums
  • Property tax and insurance impounds, if required by lender
  • One-half escrow closing fee
  • Lender’s title insurance premium
  • Early issue premium if new construction
  • Assumption/change of records fees for takeover of existing loan (plus pro-rated payments and impounds), if applicable)
  • Beneficiary statement fee for assumption of existing loan
  • Recording charges for all documents in buyer’s name
  • One-half Washington County transfer tax, if applicable
  • Pro-rated homeowner association dues
  • Property inspection fees (whole house and special) unless contracted otherwise

In the Portland area, the Home Seller usually pays:

  • Balance of existing loans Loan interest accrued to actual payoff date, statement fees, reconveyance fees and any prepayment penalties
  • Unpaid property taxes, including current year’s pro-rated taxes from July 1st to recording date
    Any bonds or assessments (according to contract)
  • Brokerage fees
  • One-half escrow closing fee
  • Owner’s title insurance premium
  • Title document preparation fees
  • Any buyer loan fees lender requires to be paid by seller (FHA/VA)
  • Any judgments, tax liens, etc. against seller of record
  • Unpaid homeowner association dues, including pro-rated current year dues
  • Government service fee ($35.00)
  • One-half Washington County transfer tax, if applicable
  • Contracted property repairs

On FHA loans, the Seller also pays:

  • Entire escrow fee
  • Early issue fee, if new construction
  • Entire Washington County transfer tax and government service fee

On VA loans, the Seller also pays:

  • Tax service fee
  • Document preparation fee
  • Inspection fee, if more than one inspection
